Urban Resilience

In an increasingly interconnected and unpredictable world, cities and urban areas are continually confronted with a myriad of shocks and stresses associated with rapid urbanization, climate change, pandemics, conflicts, migration, and socio-economic inequalities, among others. It is evident that investing in urban resilience is crucial for sustainable urban development. By prioritizing resilience, cities can enhance their ability to withstand shocks and stresses, adapt to changing conditions while maintaining essential functions and advancing long-term sustainability and well-being in the face of adversity.

A focus on urban resilience is important for Africa, which is experiencing unprecedented urbanization rates. This rapid urban growth presents numerous challenges, including pressure on infrastructure, increased vulnerability to natural hazards, disasters and heightened social and economic disparities. Climate-related adversities further exacerbate existing vulnerabilities and pose significant risks to Africa’s cities and urban populations. Yet, many cities in the region face resource constraints and lack the necessary capacity to effectively plan for and respond to shocks and stresses.

LEARN recognizes that East African cities grapple with similar vulnerabilities and unique challenges faced across African cities. Our research focus on urban resilience is premised on the need for systems approach to urban resilience building in Eastern Africa and beyond. This encompasses viewing cities as complex, interconnected systems and addressing resilience challenges through an integrated and holistic framework. Our research therefore revolves around recognizing the interplay among various elements within the city, understanding the interdependencies between the different elements, such as transportation, water, buildings, energy, governance and social networks, among others, and recognizing that disruptions in one system can have cascading effects on others. Subsequently, the network seeks to offer valuable urban resilience insights, co-create practical cost-effective strategies and innovative solutions tailored to the region’s unique context and challenges, in tandem with advancing urban theory
